What Is the Anmeldung and Why Is It Mandatory?
The Anmeldung is the legally required registration of your residential address with the local Bürgeramt (civic office). It is regulated by § 17 of the Federal Registration Act (Bundesmeldegesetz, BMG) and applies to all residents in Germany — EU citizens, non-EU citizens and Germans alike.
Without the Anmeldung, you barely exist administratively: no bank account, no tax identification number, no residence permit. The Anmeldung is the starting point for all further dealings with German authorities.
Why is it mandatory?
- It establishes an official registered address to which authorities send correspondence.
- It automatically triggers the assignment of your tax identification number by the tax office.
- It is a mandatory component of every residence permit application at the Ausländerbehörde.
- Banks, landlords and employers require it as proof of residence.
Required Documents
The documentation requirements are kept deliberately minimal:
Mandatory documents:
- Valid passport or national identity card (original); non-EU citizens must also bring a valid residence permit
- Wohnungsgeberbestätigung (landlord confirmation — mandatory since the 2015 Federal Registration Act reform)
The Wohnungsgeberbestätigung
Your landlord or host must provide written confirmation that you actually live at the registered address. This form must contain:
- Your full name
- The exact residential address
- The date of move-in
- Name and signature of the landlord or host
The form is available on the local Bürgeramt website. A simple signature suffices — no notarisation required.

Appointment at the Bürgeramt
Registration takes place at the Bürgeramt (also called Bürgerbüro or Einwohnermeldeamt) of your municipality. In most major cities, online appointment booking is mandatory.

Important note on waiting times: in Berlin and Munich, appointment waiting times can be 4 to 8 weeks. Start searching for an appointment on the day you move in. Enable notifications on the city portal for newly released slots.
Registration Deadline: 14 Days
The law requires registration within 14 days of moving in (§ 17 BMG). Failure to comply can result in fines of up to €1,000, though in practice these are rarely imposed on first-time arrivals.
If no appointment is available within 14 days: save proof of your appointment request (email confirmation, screenshot). This demonstrates good faith to the authorities.
What the Anmeldung Unlocks
After successful registration, you receive the Anmeldebestätigung (registration certificate) — often on the same day. This document opens the door to:
- Tax identification number: within 2–4 weeks, you will receive your 11-digit tax ID by post — essential for any employment contract.
- Bank account: all German banks require the Anmeldebestätigung to open an account.
- Social benefits: health insurance, child benefit, tax refunds — all require an official address.
- Residence permit: the Ausländerbehörde requires the Anmeldebestätigung as standard.
